On March 16, Mr Paolo Zaramella, Member of the Transeo Board, met with Dr Paolo Casalino, Italian SMEs Envoy and Director General at the Ministry of Enterprise and Made in Italy, in Rome.
The discussion focused on the opportunity to launch a national business transfer plan in Italy, following the example of other EU Member States. This initiative would aim to support nearly 4 million Italian SMEs, many of which will face ownership or generational transitions in the coming years.
A key objective is to further develop and strengthen the business transfer ecosystem in Italy.
Three main pillars for national action were identified:
- Raising awareness among companies, stakeholders, experts, and institutions, with a particular focus on founder entrepreneurs
- Better understanding the phenomenon, not only through data, but also by considering its motivational, emotional, and technical dimensions
- Developing operational tools, including financing and grants, to effectively support business transfers and generational transitions
The discussion builds on two important recent publications:
- The Position Paper “10 Suggestions to Support Business Transfer in the EU” (March 2025), developed by Transeo in cooperation with key European stakeholders (Eurochambres, EFB – European Family Businesses, SME United, CECOP, etc.)
- The report “Assessment of the Framework Conditions for Business Transfers in the EU Member States” (June 2024), developed by the 27 SMEs Envoys across Europe, analysing existing tools, regulations, and support measures
This exchange will continue during the next Transeo Summer Summit, taking place in Luxembourg on June 8–9, 2026.
